We are State Enterprise Lithuanian Oil Products Agency – a central organization of the Republic of Lithuania that collects and manages stocks of petroleum products. The main objective of the company is to build up and maintain the state’s oil reserves.

The State Enterprise Lithuanian Oil Products Agency uses public funding to build up and constantly maintain the special stocks of petroleum products that are to be collected by the company to the extent sufficient for at least 30 days calculated on the average daily internal consumption during the previous calendar year. The remaining part of the stocks shall be collected by the obligated companies.

Until December 2008, the necessary amount of stocks was collected for 45 days, while since 1 January, 2009 the stocks are collected for 30 days. The stocks are stored and maintained by allowances from the state budget, which are intended for a separate programme “Accumulation and Management of State Stocks of Petroleum Products”.

Under the Order No. 387 of the Minister of Economy of the Republic of Lithuania of 31 October 2002 “On the Appointment of the State Enterprise Lithuanian Oil Products Agency”, the Agency is responsible for accumulation and maintenance of the state-owned stocks of petroleum products and crude oil. The state property has been transferred to the Agency upon trust. The Agency shall ensure that the quality of the stored petroleum products would be compliant with the requirements of compulsory indicators, standards, and technical conditions of oil quality.

In accordance with the Law on Enterprises and Facilities of Strategic Importance to National Security and other Enterprises Important to Ensuring National Security, the State Enterprise Lithuanian Oil Products Agency is included in the List of State Enterprises of Strategic Importance to National Security.
